Ch= airman Liles called the meeting to order at 5:01 p.m. and began the meeting with t= he Pledge of Allegiance.

Public Input (Agen= da Items)

Ch= airman Liles asked if there was any public input on any agenda items. Having none, Chairman Liles procee= ded on to the Phoenix Awards presentation.

Phoenix Awards

De= puty Chief Joe Daigle gave a description of the meaning and purpose of the award. Lt. Steve Bunn, Firefi= ghter Ernie Williams, two Lee County paramedics, and a Lee County communications operator were recognized.

On= July 13, 2008 the Department responded to a call for a 40 year old woman in card= iac arrest. The woman’s hus= band was performing CPR when the responders arrived. The woman was treated on-scene as = well as on the way to the hospital. She was successfully released from the hospital with the efforts of the ALS members.

Th= is item was not presented as the recipient was not able to attend.

I.= Administrative

A. Chairm= an Liles asked for one motion to approve the acknowledgement of = the budget workshop of July 31, 2008, approval of the regular board minutes of September 8, 2008 and approval of the final budget hearing of September 19, 2008. There was one correction to = the tentative budget = minutes, the amount should have read $32,115,619.96. Motion made by Com= missioner Paterson; second by Commissioner FitzGerald. Motion carried.<= /span>

B. Financial

Chairman Liles asked for one = motion to approve the September and current = expenditures; acknowledgement of September 2008 financial report; and, acknowledgement of wire transfers a= nd transfers between accounts. <= span style=3D'mso-tab-count:1'> = Motion made by Commissioner Buttino; second by Commissioner Conforti. Motion carried.<= /p>

II. Chiefs’ Reports

Chief Kinsey

&nbs= p; The Civilian Collective Barga= ining Agreement has been ratified. = The agreement provides a 3% cost of living adjustment.&n= bsp; All other articles rem= ain unchanged and in force.

&= nbsp; The Suppression Contract has not been ratified and is still being delib= erated. It is anticipated that the agreeme= nt will be settled by the <= /span>November board meeting. Chief Kinsey a= sked the board to make a motion to adopt= and approve the Civilian Collective Bargaining Agreement as amended at this time. Commissioner Paterson made the motion to a= ccept the agreement; second by Commissioner Conforti. Motion carried. Commissioner FitzGerald stated he had requested more &= nbsp; information on a different percentage from Chief Kinsey and believed he would have had time to discuss it at anot= her shade meeting and therefore &nb= sp; was voting nay.

The contract between the Coll= ective Districts and Tri-Data for the = consolidation study has been successfully negotiated and signed. Each department will receive a detailed list of documentation and data that the firm requires to begin the initial = stages of the study. This will begin= the initial sta= ges of the study which will begin the second week of January 2009.

= ; Davidson Engineering should be submitting the development order this week for Station 5 to the city. The building plans shou= ld be ready for permit &n= bsp; submittal at the end of the month.

&nbs= p; The annual Open House was hel= d and attendance was good. The even= t was well planned and successful.

&= nbsp; Lt. Jason Brod is tentatively scheduled to return to light duty on November = 2, 2008.

&= nbsp; The Christmas Committee is preparing for the annual toy drive.

&= nbsp; Commissioner Fitzgerald requested that one fire commissioner from each = fire district be allowed to sit in on the consolidation study.

Co= mmissioner Paterson suggested this idea be tabled until they receive more information = from the consultants.

&nbs= p; Incident responses for the mo= nth of September:

&= nbsp; There were 374 responses made by the district which represented about a = 3% decrease from August 2008. Th= ere were approximately 9 structure fire &= nbsp; calls, 236 EMS related calls, 11 hazardous mate= rials related calls, 18 service calls, 51= good intent calls, and 49 false alarm calls.

&= nbsp; 87.5% of the medical responses were reached within the first 8 minutes as based upon the board’s direction.

&= nbsp; 61.5% of suppression related incidents were reached within the six minutes by the firs= t due engine and the balance of the alarms were reached within 8 minutes or 88.1% = of the calls.

&= nbsp; Individual unit responses accounted for 469 responses and that was about a 4% decrease from August.

&= nbsp; Command staff responses also decreased for the month and that consisted of 60 respo= nses.

&= nbsp; Over 195 different classes were offered during the month of September. &n= bsp; This resulted in a login of over 2,300 man hours of training.<= /p>

&= nbsp; The members of the hazmat team responded to a spill of over 50 gallons of diese= l fuel at the Hess gas station on Oakland Drive and Bonita Beach = ; Road. The scene was stabilized by the te= am using absorbent pads and = then &= nbsp; turned over to the clean up company contracted by the Hess Company.

&= nbsp; There will be no reports tonight from Deputy Chief Ryan or Deputy Chief Sibert of the EMS and Fire Suppression Divisions.

&= nbsp; There is no new equipment to report at this time.

&= nbsp; Iona McGregor Fire Department conducted a mass casualty drill which involved a = school bus rollover. There were mult= iple agencies involved as we= ll as ours. Our department sent an = engine crew and a battalion chief &nbs= p; from each shift to participate. The Department is looking to have a mass = casualty drill here in Bonita in the near future.

&= nbsp; Pre-hospital trauma life support training was done with 47 people participating or 516 hours. Lt. Bill Clemens taught the class.=

&= nbsp; Fifty-three personnel also participated in an Alzheimer’s Class for a total of 101 hours.

&= nbsp; The total EMS training hours for the month of September were 516 hours provided b= y the Training Division.

&= nbsp; Currently, there are 33 on-line paramedics and 47 EMT’s.

&nbs= p; President DeWitt thanked Chief Kinsey and Assistant Chief Craft for their = hard work during negotiations. The civilian contract was ratified but the &nbs= p; suppression contract will be voted on later on when the economy stabilizes.<= /span>

IV. New Business

&= nbsp; Ray Witkowski of VFIS reviewed some of the changes to the renewal of the liabi= lity insurance for the District. He noted that coverage for 2008-2009 are the same but there is an option available on the property deductible. The property deductible is now $2,500.00 and the District would have the &= nbsp; opportunity to increase that to $5,000.00 with a premium adjustment of $5,000.00.<= span style=3D'mso-spacerun:yes'> The deductible is per building/per occurrence and covers &nb= sp; building contents.

&= nbsp; Commissioner Buttino made a motion to accept the $5,000.00 &nb= sp; deductible; second by Commissioner Conforti. Motion carried.

Commission= er Paterson made a motion to approve Resolution 08-10- 2008 authorizing the settlement payment of a disputed claim with Tuscan & Co., P.A. in the amount of $5,265.00; second b= y Commissioner Buttino. Motion carried.=

V. Public Input

Alex Grantt questioned the am= ount of the operating budget. He suggested &nb= sp; that the District look at the operating budgets from the previous ten years to <= span style=3D'mso-tab-count:1'> see if there is a pattern to the yearly increases.

VI. Commissioner’s Business

Commissioner Paterson asked i= f it would be possible to receive the board meeting packets on Wednesday prior to the meeting. Chief Kinsey said administration would try to have those available either Tuesday or &nb= sp; Wednesday.

&= nbsp; Commissioner FitzGerald requested that on the educational critiques, the instructors name and a short bio on the instructor be added to the critique.
