Ch= airman Liles called the meeting to order at 5:01 p.m. and began the meeting with t= he Pledge of Allegiance.

l. Administrative

As= king for public input on agenda items and hearing none, Chairman Liles asked for a motion to approve the regular minutes of= the June 9, 2008 meeting. Motion = made by Commissioner Paterson; second by Commissioner Buttino. Motion carried. =

Motion made by Commis= sioner Paterson to approve the joint meeting minutes of June 17, 2008 with San Car= los Park Fire Department, Estero Fire Department and Bonita Springs; second by Commissioner Paterson. Motion= carried.

Motion made by Commis= sioner Conforti to approve wire transfers and transfers between accounts as well as transfer #3-2007/2008 (page 44); second by Commissioner Paterson. Motion carried.<= /p>

ll. Chiefs’ Reports

Chief Kinsey

Ch= ief Kinsey gave a brief update on Station 5 noting it was still in the administrative hearing process. Gora McGahee will then submit it to the City and we can then move forward from there.

Th= ere was a request for public records from one of the firms that was not selected for the merger study. Chief Kinsey stated this could mean one of two things – they may want the informat= ion for quality control in house or they may be contesting the selection. This was just an FYI to the Commissioners.

The Department has completed the hiring process of two new firefighters - Daniel Platas and Ben Bogacz. Jonathan Whitlock and Chris McDani= el have moved from fire inspectors in Fire Prevention to suppression so manning should be complete.

Deputy Chief Joe Daigle

Th= e EMS Department has no new equipment to report.=

In= the month of June, company officers were tasked with ensuring personnel practice skills scenarios. This includ= ed the ALS procedures for doing IV access, intubation, defibrillation, etc. BLS procedures reviewed consisted = of the necessary skills needed by EMT’s to assist the medics. This would include preparing IV se= tups and properly placing electrodes on patients.

The Department is preparing for Department physicals next month and we are reviewing new county guidelines. Once the medical guidelines have been approved by the medical direct= or, they will be active within the Department.

Deputy Chief Dan Ryan

In= June the Department went through two national incident management collapse syste= ms for brush firefighting. This = is something we have to do for the Federal government. The first was S190 which was succe= ssful and presently the Department is halfway through with S130.

Ch= ief Rick Laskey from the Louisville Fire Department came and gave two inspirational speeches on two separate days. It was well attended by neighboring fire departments.

We= are busy developing and tweaking our ladder company protocols and we intend on getting back to the basics on some of those.

Bo= th apparatus have been ordered and we are waiting for pre-built meetings to be= set up with the manufacturers.

Fire Marshal Tim Fernandez=

Fi= re Marshal Fernandez gave his report on the number of inspections, re-inspecti= ons and occupancy inspections as well as new construction inspections, and perm= it inspections.

On= June 30^th, Fire Prevention started taking applications for permits. That day the Department received 14 applications and year-to-date received 62.

lll. Old Business

Chairman Liles asked = for a motion to authorize Chief Kinsey to negotiate a merger contract with TriData Divisions Systems Planning Corporation between San Carlos Park, Estero and Bonita Springs Fire Districts, not to exceed $124,086.00 or approximately $45,000.00 per district.&nbs= p; Commissioner Paterson made a motion to authorize Chief Kinsey to neg= otiate the contract; second by Commissioner Conforti. Motion carried.<= /p>

Motion was made by Commissioner Paterson to authorize Lewis, Longman and Walker to prepare a contract for merger study; second by Commissioner Fitzgerald. Motion carried.<= /p>

A discussion on amending the travel policy to include fire commissioners took place. Commissioner Fitzgerald asked why this was coming about now and Chief Kinsey explained that one of = the commissioners asked about it a few weeks ago. To clarify things, it was brought = to the board. The policy stated “directors” but the new verbiage should be “commissioners.”

Amended Corrective Mo= tion – April 2008 Minutes

The minutes of the April 2008 meeting included an error in a motion. The video indicates the motion sho= uld be: Chairman Liles asked for a motion to have the Fire Chief move forward with the purchase of a fire engi= ne not to exceed the additional cost of $408,600.00 and a 70 ft. platform not = to exceed the initial cost of $713,379.00 excluding cost overruns and the purcha= se of tools and equipment. <= span style=3D'font-size:12.0pt'>Motion made by Commissioner Fitzgerald; second by Commissioner Conforti. Motion carried.

IV. Disposition Report – 7/14= /08

Ch= airman Liles asked for a motion to accept the disposition report. Motion made by Commissioner Buttino; second by Commissioner Paterson. Motion carried.<= /p>

Adopt ‘Not to Exceed’ Millage Rate for FY 2008/2009.

Co= mmissioner Paterson stated that the maximum millage rate the District can have is $1.9= 47 for every $1,000.00 which would give the District a projected ad valorem ta= x of slightly more than $21 million in taxes or about $100,000 less than the rollback rate. Commissioner Paterson made a motion= to accept the maximum mileage rate of $1.947 for the FY 2008/2009; second by Commissioner Fitzgerald. Commissioner Conforti voted a= gainst the $1.947 maximum rate noting that property values could fall further and devalue the rate. Commissione= rs will hold meetings in July and August to set the final rate and create the = new budget, effective October 2008 to September 2009.

Authorization to P= urchase Microsoft Windows Terminal Server

Ap= proximately $10,500.00 is needed to purchase a new server for the Department as the Department has outgrown the current one. Motion was made by Commissioner Conforti to authorize the Department to purchase t= he server; second by Commissioner Buttino.&nb= sp; Motion carried.

Request to Support= Fire Explorer Program

Fi= refighter Paul Devan gave a presentation on the Fire Explorer Program for teenagers 1= 4-20 years old. This program gives= those kids an opportunity to explore the careers in fire service and related fields. Currently, there are = 11 kids in the program who show up regularly.= There is a need for additional equipment and operating expenses in t= he amount of $5,000.00. <= span style=3D'font-size:12.0pt'>Commissioner Fitzgerald made a motion to allocate $5,000.00 for the Explorers Program; second by Commissioner Paterson. Motion carried.<= /p>

Resolution 08-07-05/Firesafety Permitting Process and Schedule of Fees (1^st= Reading)

Fi= re Marshal Fernandez described the resolution establishing Bonita springs fire District as a permit issuing agency. This is being done out of necessity because the City of Bonita Sprin= gs is starting their own building department and issuing permits. We agreed to step up and handle th= e fire protection permitting. In doi= ng so, a flat rate of $25.00 will be charged per permit and everything else remains the same, i.e., plan reviews and inspection fees. Fire Marshal Fernandez also stated= that the final blueprints will now come electronically instead of paper format w= hich will save the district money in archiving plans for the duration of each building.

Commissioner Input=

Co= mmissioner Fitzgerald requested the agenda be put on the website as well as expanding = in more detail on the agenda items listed.&nb= sp; There was a consensus among the commissioners that agenda items be placed on the website.

Co= mmissioner Fitzgerald requested information about medical insurance coverage through G= reat West Insurance. He suggested = the verbiage stating that by our own definition, the Commissioners are not in t= he plan per the contract language. He further made a motion that the Commissioners re-determine that the Board is eligible for health care; second by Commissi= oner Conforti. Motion carried. Chairman Liles voted no stating that they are public servants and are already being paid $500.00 a month to sit on the Board. He stated the money for the insura= nce plan coverage should come out of that $500.00 a month they are paid. Administration will look into the = cost for each member of the board.

Ju= ly 31^stat 3:30 p.m. will be the fir= st budget workshop and August 28^th will be the second one if needed. Both meetings will be= held via telephone for Commissioner Paterson.

Co= mmissioner Buttino questioned why people are not taken to an Urgent Care Center rather than = an emergency room at a hospital. Deputy Chief Daigle stated there is a state statute that mandates pa= tients be taken to a hospital emergency room for treatment.
