Ch= airman Liles called the meeting to order at 5:01 p.m. and began the meeting with t= he Pledge of Allegiance.

l. Administrative

As= king for public input on agenda items and hearing none, Chairman Liles asked for a motion to approve the regular minutes of= the July 14, 2008 meeting. Motion= made by Commissioner Paterson with the correction in the July 14, 2008 minutes to reflect that Commissioner Buttino seconded the motion, not Commissioner Paterson; second by Commissio= ner Conforti. Motion carried.

Motion made by Commis= sioner Conforti to approve July expenditures, acknowledgement of July 2008 financi= al report, and acknowledgement of wire transfers and transfers between account= s; second by Commissioner Conforti. Motion carried.

ll. Chiefs’ Report

Chief Kinsey

On= October 11, 2008 there will be an open house at Station 4 to celebrate Fire Prevent= ion Week. Lunch will be provided = by the chili chefs’ from the department.&nb= sp; The time will be from 10:00 a.m. to 2:00 p.m.

Mi= ssion Focus and Core Values

Ch= ief Kinsey presented the board with the new mission statement and requested the Board acknowledge the new statement, as well as the statement of core value= s, prior to taking it to training or employees. It was agreed to by the board that= this statement was more comprehensive and had more “feeling” than the prior one.

Th= e third item is an evergreen clause to Chief Kinsey’s contract. Currently, the contract is a three= year contract with a two year renewal. The evergreen clause is just an automatic renewal of the contract and not attached to any compensation and the termination articles are still in force. This would be a matter= of not having to negotiate the contract every two years. Commissioner FitzGerald made a motion to support the evergreen clause in the Chiefs̵= 7; contract; second by Commissioner Buttino.&= nbsp; Motion carried.

Ac= cording to the fire chiefs’ contract, the district is to supply a five hundred thousand dollar term life insurance policy. The amount of the term insurance is $1,910.00 per year. Chief Kin= sey is asking the board to go ahead with the purchase of the policy at this time.<= span style=3D'mso-spacerun:yes'> His intention is to purchase whole= life but take the $1,910.00 and apply it to the policy. He will then pay the rest of the p= remium himself. Commissioner Conforti made a motion to accept the proposal; second by Commissioner Buttino.&= nbsp; Motion carried.

Deputy Chief Joe Daigle

Th= e EMS Division has no new equipment to report.

Du= ring the month of July the EMS Division finished the Pediatric Education for pre-hospital professional’s course, so all the paramedics are re-certified. Medical scenari= os were also practiced.

Th= ere are 32 on line paramedics and 49 EMT’s.

Th= e EMS Division is in the process of conducting department physicals as well as continuing a review of the new county medical guidelines.=

De= puty Chief Daigle also recognized Lt. Jason Fair who has resigned from being a f= ield training officer for EMS. Lt. Fair also served under Assista= nt Chief Ken Craft.

Deputy Chief Shane Sibert<= /p>

Th= e bulk of the Special Ops Division members spent time training and honing the firefighters as far as training them in special operations disciplines at awareness level.

On= Friday, July 11^th, 2008 the Special Ops group attended the MERT (Marine Emergency Response Team) meeting. Members from law enforcement, game and fish, Coast Guard and some cu= stoms were there as well. There are= plans in the works for a possible night drill.&n= bsp; The tentative dates are August 19^th, 20^th and = 21^st.

De= puty Chief Sibert gave a brief description of a dual response roll-over on I-75 = at mile marker #114 which included extrication of the driver. He also acknowledged the firefight= ers and battalion chief for doing a professional job.

Co= mmissioner FitzGerald gave accolades to Fire Marshal Fernandez for initiating a night watch at Manna Christian Park and the efforts he is making through the department to keep approximately 1,000 people safe.

lll. Old Business=

Re= solution 08-07-05, fire safety permitting process and schedule of fees for plan revi= ew was read (second reading) and Commi= ssioner Bob Paterson made a motion to accept the resolution and fees; second by Commissioner Buttino. Motion carried.

Health Insurance F= or Fire Commissioners

La= st month, commissioners voted that the district should pick up health costs for the five commissioners. Administration reported that the cost could be $28,422.00 a year to = cover all five commissioners and $65,910.00 a year. to include spouses.

Co= mmissioner FitzGerald motioned to table the discussion to allow for more research on what other departments do in regar= d to health insurance for their commissioners.&= nbsp; He wanted= a lengthy discussion on the possibility of health insurance. Commissioner Conforti seconded the motion, but Commissioner Buttino, Chairman Liles and Commissioner Paterson voted the measure down. Commissioner Paterson motioned to = just drop the entire idea for possibly five years; second by Commissioner Buttin= o. The motion passed with Paterson, L= iles and Buttino voting in favor of dropping the issue. Commissioners Conforti and FitzGer= ald motioned against the motion.

In= a final 3-2 vote, commissioners approved Commissioner Paterson’s motion to dr= op the issue, although it wasn’t clear for how long. (See Terry Lewis’ attached n= ote)

-lV. Public Input=

Al= ex Grantt read a prepared statement regarding the use of rapid intervention vehicles versus sending larger pieces of equipment to medical calls. He noted that using these smaller vehicles for medical calls would prevent wear and tear on the larger pieces= of equipment.

V. Commissioner Input

In response to Alex Grantt’s public input, Commissioner Buttino stated t= hat one never knows what the call will be exactly but it is worth the extra few gallons of fuel to ensure that the citizens are provided the best and most efficient care.
