Chairman Liles called the meeting to order at 5:01 PM = and began the meeting with the Pledge of Allegiance.

I. Administrative

Asking for public input on agenda items and having non= e, Chairman Liles asked for a motion to approve the regular minutes of the March 10, 2008 meeting. Motion made by Commissioner Confor= ti; second by Commissioner Buttino. Motion carried. <= /o:p>

Motion made by Commissioner Fitzgerald to approve wire transfers and transfers between accounts; second by Commissioner Conforti.= Motion carried.

ll. Chief’s Reports

Chief Kinsey

Station 5 is currently in the process for permitting.<= span style=3D'mso-spacerun:yes'> The development order is in administrative review for the expansion from two bays to three. The department does not expect any problems.

Saturday April 12^th, “B” Shift = hosted a Youth Day for the youths in the community. Chief Kinsey read a letter from Battalion Chief Giuliano explaining that this is a new pilot program develo= ped by “B” Shift to bring more community awareness and involvement = out into the district. Chief Kins= ey stated that the department supports this program. Commissioner Fitzgerald agreed tha= t this program was a very good idea and congratulated the department for initiating this program.

Incident Responses

We had 552 responses which was approximately a 3% incr= ease from February. There were 21 fire = calls which was a 300% increase; 381 EMS calls= which represented a 3% increase; hazardous material calls were 4 which was a 20% =

decrease; our service calls increased by 25% or 28 cal= ls; the good intent calls were at 76 for the month; our false alarm calls remai= ned even with the previous month at 39.

Time frames for EMS= calls were achieved by the 8 minute timeframe established by the board or 89% of = the time. On first due-first inci= dent on reported fires, we achieved 62% of the time and the balance of the alarm= was achieved within 8 minutes or 85% of the time.

Individual Responses

For the 724 calls we responded to during the month of February, R-21 responded 101 times; R-24 – 80 times; R-25 – 73 times; E-21 – 86 times; E-22 – 135 times; E-23 – 78 times; L-21 – 44 times; Sq-21 – 3 times; M-22 – 2.5 hours (2 hrs. training sessions); B-23 – 2 times; B-24 – 5 times; E-24 –= ; 49 times; Res-E – 1 time and BC-55.

Training

There were more than 10 different classes with 67 of t= he 78 personnel completing the training which resulted in an 86% completion rate.=

Protocols

One suppression protocol and one special operations pr= otocol were released. Currently, there are 4 more protocols in draft form.

Maintenance Program

Assistant Chief Craft and Deputy Chief Ryan met with <= st1:place w:st=3D"on">San Carlos Park and Estero to discuss their maintenance programs and how a functional consolidation for vehicle mainten= ance could be created. Deputy chie= f Dan Ryan will detail the in-house program and Deputy Chief Shane Sibert will gi= ve more detail on a fire pump for Marine-22.

EMS Equip= ment Update

No new equipment was put into the system.

Training Update

Skills Section 2 & 3 of the Lee County EMS Protoco= ls which constitutes cardiac arrest and cardiac emergencies were conducted. The review included the practical = skills scenarios such as hands on demonstration drug administration and other evas= ive procedures.

The Medical Directors in-service consisted of an outsi= de speaker from a child advocacy group. The group was instructed on how to recognize abusive relations as we= ll as the reporting laws and procedures. The EMS Division continues to move forward with outside practical training.

The Phoenix Awards will be on April 25^th at= 10:00 a.m.

Deputy Chief Dan Ryan

Apparatus Maintenance Program

This is an in-house program that the department started. Lt. Keith VanGelder = who has done the maintenance on the vehicles at his second job is now doing it = here on his off days. Three suppre= ssion personnel are being mentored by Keith as well as being trained in EVT. The department would like to train= three more.

Costs for maintenance have been cut dramatically and t= he guys are taking more pride in the apparatus as they are doing the work themselves and it has boosted moral. Maintenance records have been re-designed to be NFPA compliant.

The 4 classes the guys are taking are on their own tim= e and they are not being paid any compensation for it. Lt. Keith VanGelder is the only on= e who is being paid to work on his off-duty days.

Commissioner Fitzgerald complimented Deputy Chief Ryan= and acknowledged the 3 suppression personnel for their willingness to take this= on. Deputy Chief Ryan also stated that= the guys are using their own tools and would like to see it put into the budget= to purchase tools and supplies for them.

Deputy Chief Shane Sibert

The Special Operations Division received new low press= ure lift bags for the extrication equipment cache. Most of the old and out-of-date wa= ter rescue PPE were replaced.

Training

Special Operations Coordinators completed two classes = in Structural Collapse Awareness and Companion Animal Rescue.

Pump

Less than a week after the pump on Marine-22 was insta= lled, it was put into use on a call and it was effective.

Direction

The Special Operations Division has been working towar= d the continued training to bring members to operations level in the respected disciplines.

Fire Marshal Tim Fernandez

Fire Prevention did 322 existing occupancy inspections= ; 231 existing occupancy re-inspections; 180 new construction inspections; 18 use permit inspections; hydrant/fire flows; and 60 plans reviews.

Following last months board meeting, Fire Marshal Fern= andez met with his inspectors and identified 15 restaurants on Tamiami Trail corr= idor that would be inspected for violations such as overcrowding and entrance/ex= its blocked. Inspectors spoke wit= h the managers of each of the establishments and were told to have doorways and e= xits free of obstructions including customers waiting in the lobby entrances. A return visit in the evening assu= red the managers that the department meant business. In speaking with the managers the following day, they were pleased with the way the department handled their inspections.

He is looking forward to productive negotiations this = year.

lll. Old Business=

Purchase of Apparatus

Chairman Lile= s asked for a motion to have the Fire Chief move forward with the purchase of a fire engine not to exceed the additional cost of $408,600.00 and a 70 foot platf= orm not to exceed the initial cost of $713,379.00 including cost overruns and excluding the purchase of tools and equipment. Motion made by Commissioner Fitzge= rald; second by Commissioner Conforti. Motion carried.

Chairman Lile= s asked for a second motion to have Chief Kinsey trade in, co-sign or out right sell the two reserve engines and current ladder truck in the most physically responsible manner in the appropriate timeframe. Motion made by Commissioner Confor= ti; second by Commissioner Buttino. Motion carried.

Chief Kinsey noted that the Truck Committee did an outstanding job and did a very professional and conclusive report. Their initial recommendation to administration was for a 100 foot tower.&n= bsp; Due to some changes in the environment between then and now, they ha= ve revised that to a 70 foot platform

inclusive with an engine that the district thinks it c= an purchase for the cost of the 100 foot tower. Commissioner Fitzgerald thanked the Truck Committee and its members for doing an excellent job of researching a= nd recommending the trucks.

Nozzles

Commissioner = Conforti made a motion to approve Deputy Chief Ryan’s request for new nozzles; second by Commissioner Fitzgerald. Motion carried.

New Busine= ss

Audit Presentation 2007-2008 – Ashley & A= shley

Don Ashley of Ashley & Ashley gave the highlights = of their audit noting that the standard rule of thumb is to have 3 months of operating reserve to carry you through during an emergency. Mr. Ashley noted the district has sufficient monies in reserve to carry it through for 3 months should it be needed. He also noted there a= re no deficiencies in the accounting practices.

Commissioner Fitzgerald made a motion to accept receipt of the 2007-2008 audit by Ashley & Ashley; second by Commissioner Buttino. Motion carried.

General Employees Pension – Resolution 08-04-= 02

Chairman Lile= s asked for a motion to approve the resolution for the General Employees Pension fu= nd which moves the multiplier from 2.25 to 2.48. This will not increase any mon= ey the district puts in the plan. Un= ion President DeWitt explained that the 2.48 multiplier is used to enhance the = plan such as has been done to the firefighters plan. Motion to approve Resolution 08-04-02 made by Commissioner Conforti; second by chairman Liles. Motion carried.

Disposition – 4/8/08

Assistant Chief Craft described the items for disposit= ion as 1 – 800 mobile radio; 1 - 1995 Ford Bronco; 1 – 1995 Ford Aeros= tar van; and, 1 – computer.  &= nbsp; Motion to approve dispositi= on of articles made by Commissioner Conforti; second by Commissioner Buttino. Motion carried.

Public Inp= ut

Alex Grant asked if the state is putting money into the pensions. Commissioner Fitzge= rald gave a brief explanation to Mr. Grant on where the money comes from.
