The Bonita Springs Fire Control and Rescue District recently filed an application with Lee County to be able to provide an ambulance transport service to benefit the residents of our community. |

BSFCRD’s proposal is to expand our current level of advanced life support non-transport service to an emergency medical ambulance transport service. We would provide four 24-hour ambulances, where LCEMS currently provides only two 24-hour and one 12-hour ambulance in our community.

TENTATIVE MILLAGE RATE ADOPTED At the Board Meeting on July 11, 2011, a millage rate not to exceed 2.2353 was adopted by the Board of Commissioners. The District is still able to reduce the millage, but is not able to increase the millage above 2.2353. The tentative budget workshop will be at 5:01 p.m. on September 8, 2011. The final budget workshop will be on 5:01 p.m. September 19, 2011.
Since 2007, the taxable property value for the District has gone from $11.5 billion to $7.8 billion as of July 2010. This decline has resulted in a loss of about thirty-one percent over a four year period. By comparing the taxable value with the millage rate and the ad valorem proceeds received, it is apparent that these three variable are interrelated and that a millage increase does not necessarily equate to an increase in revenue. Comparing fiscal years 2006-2007 with 2010-2011, reveals that there is about a $4.2 million decrease in revenue with a slightly higher millage rate for the latter.

EARLY RETIREMENT INCENTIVE For the second time within five years Bonita Springs Fire Chief P.H. Kinsey Jr. has proposed an early retirement incentive to the District's personnel. The proposal was mentioned at the June budget workshop by Chief Kinsey and was discussed by the Board Members who did not reject this option. More information will follow as the Board of Fire Commissioners decide on a plan of action.
In 2007, the District developed a short-term strategic plan for staff reduction in anticipation of potential budgetary shortfalls. As part of this plan, the District offered early retirement incentives to qualified employees. This objective has proved to be highly successful. |

It's important to point out that most of the following initiatives would not have been possible without the cooperation of the Bonita Springs Professional Firefighters' Union, Local 3444. The Local and administration have worked closely together to achieve substantial improvements. These modifications are as follows:
> All employees contribute seven percent of their annual salary to pension costs > A share plan has been created that freezes the pension; there will be no future improvements to the plan. > The District and the Local have established a voluntary employee beneficiary association, retirement insurance trust fund that will relieve the District of almost all other post employment benefit liabilities. This initiative is expected to save approxi- mately $300,000 when it is fully operational in 2013. > All employees took a two percent reduction in annual salary; this money is contributed to the VEBA annually. > The District and the Local are currently negotiating a tiered collective bargaining agreement adjusting a number of articles that will reduce the future employee costs. > The District has taken over preventative maintenance and minor repairs of apparatus and equipment in house that has resulted in nearly a forty-two percent reduction in cost.
These are just some of the cost containment initiatives that the District has implemented. We are constantly striving to provide our citizens a first rate service at an affordable cost. |

A resolution was approved which establishes a schedule of fees for construction plan review, permitting, inspection, and enforcement mandates of the Florida Statutes relative to fire prevention and control.
